09h00 Industry Address Deputy Minister of Communications and Digital Technologies - South Africa INTRODUCTION Mohlopi Phillemon “Philly” Mapulane was appointed by the President of the Republic of South Africa, His Excellency President Cyril Ramaphosa, on the 05th of August 2021 as the Deputy Minister of Communications and Digital Technologies EARLY LIFE Philly Mapulane is the first-born son of James Thorome Mapulane (late) and Irene Ramadimetja Mapulane. He was born on the 10th of April 1972 at Matlala Hospital in the village called Tsimanyane near the town of Marble Hall within the municipal jurisdiction of Ephraim Mogale Municipality in the Limpopo Province. Philly’s parents relocated to an impoverished rural village in Moutse West called Spitspunt in the same Ephraim Mogale Local Municipal jurisdiction where he was raised. Growing up under conditions of abject poverty contributed to shaping his political consciousness and his resolve to join the National Liberation Struggle and to contribute towards community’s struggles to rid itself of conditions which gave rise to their impoverishment. He added to his academic achievements when he obtained a B-Tech Degree in Public Administration from Technikon South Africa, now incorporated into University of South Africa, in 2002. He enrolled for a Masters Degree in Public Administration (MPA) in 2004 from the University of Pretoria. He studied and has obtained a Certificate Programme in Management Development (CPMD)NQF 6 from the University of the Witwatersrand PROFFESIONAL CAREER ADMINISTRATIVE Deputy Minster Mapulane is a seasoned local government practitioner who spend a period of 14 years in local government management and administration. Ten (10) of those years he occupied senior management positions. He joined local government in February 1998 when he was employed by Madibeng Local Municipality and was assigned the responsibility to co-ordinate a project which sought to subsidise Indigent households on their municipal accounts. He went on to develop a policy on indigent support which defined an indigent household and set the minimum threshold for qualification. He subsequently got promoted to various positions in the municipality like Masakhane Co-ordinator, LED Co-ordinator etc. 09h30 Virtual Director of the Telecommunication Development Bureau - International Telecommunications Union (ITU)
Doreen Bogdan-Martin was elected Director of the ITU Telecommunication Development Bureau in November 2018 and took office on 1 January 2019, and is the first woman in ITU history to hold one of the organization’s top elected management positions. She is a strategic leader with more than 30 years’ high-level experience in international and inter-governmental relations, and a long history of success in policy and strategy development, analysis and execution. She was an architect of the annual Global Symposium for Regulators, the pre-eminent global event for digital policy-makers, and leads ITU’s contribution to the EQUALS Global Partnership for Gender Equality in the Digital Age. For more than a decade she has served as Executive Director of the UN Broadband Commission for Sustainable Development, and is leading ITU’s collaboration with UNICEF on the Giga project to connect all the world’s schools. Ms Bogdan-Martin is a frequent speaker at top-level international policy events, and is spearheading ITU’s new Youth Strategy to more actively engage with the young people who are driving the next wave of digital transformation. She holds a Master’s degree in International Communications Policy from the American University in Washington, DC and a post-graduate certificate in Strategies for Leadership from the Institute for Management Development in Lausanne, Switzerland. She is an affiliate of the Harvard University Berkman-Klein Center for Internet and Society, and is a Generation Unlimited Champion and a Champion of the EDISON Alliance led by the World Economic Forum. She serves on a number of advisory bodies, including the Geneva-Tsinghua Initiative, the SDG Lab Advisory Board, the UN Technology Innovation Labs, and the Alumni Expert Council of the Internet Governance Lab of the American University in Washington D.C. She is also a qualified amateur radio operator. He is chairman, founder & majority shareholder of investment group Convergence Partners, an impact investment firm that seeks to accelerate communications access and ICT infrastructure development on the Continent, and therefore focusing on initiatives that increase availability of communications, broadband services and new technology offerings to the people of Africa. 10h00 Industry Address Lead Infrastructure South Africa Professor Kgosientsho Ramokgopa is currently Head of the Investment and Infrastructure office in the office of the President of the Republic of South Africa and the Head of Infrastructure South Africa. Professor Ramokgopa is also recently appointed as a Professor of Practice of the University of Johannesburg in the School of Public Management, Governance and Public Policy Prior to this, Professor Ramokgopa was Gauteng MEC (Member of Executive Committee) for Economic Development, Agriculture and Environment. Previously, he has held the position of Executive Mayor of the City of Tshwane between 2010 and 2016, at the time he was one of the youngest Mayors of a Metropolitan in the country. Professor Ramokgopa’s previous positions include holding the position of CEO for both the Metropolitan Trading Company and the Johannesburg Market and he has previously been the Deputy Chairperson of the board of Trade and Investment in Limpopo. Professor Ramokgopa holds a PHD from the University of Pretoria, A Masters of Public Administration from the University of Pretoria and a Masters of Business Leadership from the University of South Africa. He completed his BSC Civil Engineering at the University of Durban Westville in 1998. Professor Ramokgopa is an avid reader and enjoys following sports. He is actively involved in soccer development in his home township of Atteridgeville and once owned a team that played in the ABC Motsepe league. He brings over 20 years experience as a senior executive in the Internet and technology sector, as well as his leadership as Director General at the independent regulatory body Swedish Post and Telecom Authority (PTS), where he worked closely with international organizations and standards bodies. Prior to this, he served as CEO and founder of Appgate, a Swedish security software company (now Cryptzone in the U.S), where he grew the organization to a global company with customers in 35 countries and operations in the U.S. Before his seven years at Appgate, he was CEO for the advanced networks company Cygate Group (now owned by TeliaSonera) where he spearheaded operations in five countries with revenues in the range of 120 million euros. And as Country Manager for Cisco in Sweden, Marby led sales of all products and services. Marby holds a Bachelor of Science in Finance from the University of Gothenburg, School of Business, Economics and Law, and is married with three kids. Evan also serves as Chairman of the South Africa’s industry body overseeing globally transacted services. 11h00 11h30 Industry Address Chief Executive Officer - AFRINIC Eddy Kayihura is currently the Chief Executive Officer of AFRINIC, the Regional Internet Registry for Africa and the Indian Ocean region. He has worked at AFRINIC since November 2019. He has worked in the Information Technology sector for than 20 years. Eddy has previously worked as the CIO of Bank of Kigali, the largest Bank in Rwanda where he contributed to the initial stages of its digital transformation. He also served as CEO of Broadband Systems Corporation, an Internet Service Provider in Rwanda focusing on service delivery to major corporates using fibre and 4G connectivity. Eddy was also involved in Rwanda’s Internet community as the Board Chairman of RICTA that manages both the IXP and ccTLD. In August 2001 he was promoted to the position of a Head of a newly established Department of Local Economic Development and Tourism. He served in this position for two years. In February 2003 he was appointed as the Manager: Support Services (Chief Operating Officer) in the Office of the Municipal Manager. He served in this position for four (4) years until he was appointed as the Municipal Manager in January 2007. The employment contract with Madibeng Local Municipality came to an end on the 31 January 2012.
One of the highlights of his career in local government was his participation in a three (3) months International Leadership Exchange Programme between the Institute of Local Government Management of South Africa (iLGM) (a professional institute of Municipal Managers) and the Society for Local Authority Chief Executives (SOLACE), which is a professional institute of Chief Executives of local authorities in the United Kingdom. As part of this programme, Philly spend 3 months in the UK daily shadowing various Chief Executives of local authorities in the UK. Most of this time was spend in England. As a result of this role, he acquired extensive international exposure on the management practices by leading administrators in charge of big cities, like the City of London.Key Note address

Nthabi is passionate about the telecommunications sector and the impact it has on society and economies. Chief Operating Officer - WIOCC Ryan joined WIOCC in 2009, having held senior-level roles over eight years with Reliance Globalcom (previously FLAG Telecom). As C.O.O., Ryan is responsible for global non-shareholder sales, developing and managing all WIOCC product offerings, network operations, and procurement. He holds an MBA from the London Business School and a degree in Electrical Engineering from the University of Witwatersrand, Johannesburg, South Africa. Ryan’s interests include golf and hiking. Group Chief Digital Officer - Seacom Prenesh has been at the forefront of telecommunications technology and has shaped the technology landscape for some of the leading telco’s on the continent . He has close to 30 years of experience in telecoms servicing all the major verticals across the continent, including having established and run his own business. This experience has seen him hold various board positions during this time including a board positon on the Internet Service Providers Association of South Africa where he provides guidance and input into policy shaping and general operating guidelines on internet operations in South Africa. Prenesh stated his career as field services engineer in the financial services industry and was part of the team that transformed the communications infrastructure in banking by being the first bank in South Africa to deploy a fully IP based network from branch to Mainframe. He went on from this to hold senior roles in some of the largest service providers and telco’s on the continent, were he held a number of roles spanning from Technology through to Sales and Marketing. He joined Seacom in December 2021 as the Group Chief Digital Office , which brought together both the Networking Technology as well as the Information Technology arms under one role. Chief Executive Officer - SAEx Dr Rosalind Thomas is the Managing Director of SAEx International Management Ltd – a holding company established in Mauritius and the CEO of its subsidiary in South Africa, SAEx SA (Pty) Ltd. The companies are the Sponsor of the SAEx Southern Oceans Network (SON) submarine cable project, which is comprised of two planned segments to be built sequentially – SAEx East, and SAEx West. Under his leadership, the fibre network operator launched a world-first of its kind prepaid platform for fibre-to-the-home services for lower income communities. In August 2001 he was promoted to the position of a Head of a newly established Department of Local Economic Development and Tourism. He served in this position for two years. In February 2003 he was appointed as the Manager: Support Services (Chief Operating Officer) in the Office of the Municipal Manager. He served in this position for four (4) years until he was appointed as the Municipal Manager in January 2007. The employment contract with Madibeng Local Municipality came to an end on the 31 January 2012.
One of the highlights of his career in local government was his participation in a three (3) months International Leadership Exchange Programme between the Institute of Local Government Management of South Africa (iLGM) (a professional institute of Municipal Managers) and the Society for Local Authority Chief Executives (SOLACE), which is a professional institute of Chief Executives of local authorities in the United Kingdom. As part of this programme, Philly spend 3 months in the UK daily shadowing various Chief Executives of local authorities in the UK. Most of this time was spend in England. As a result of this role, he acquired extensive international exposure on the management practices by leading administrators in charge of big cities, like the City of London.

Herman Pretorius holds an BCom Honours (Economics) from the University of Pretoria. 14h30 Public Private Partnerships to achieve ubiqoutous connectivity Chief Executive Officer - Association of Communications and Technology Ms Nomvuyiso Batyi is the Chief Executive Office of the newly established Association of Comms and Technology, which is an NPC that focuses on ecosystem matters of importance to the broader Information, Communication and Technology (“ICT”) sector and provides a unified voice for this important sector in the South African economy. Prior to this, she was at the Film and Publication Board (FPB) as the Interim Chief Executive Officer, a content regulator. She previously held the position of Head: Presidential Commission: 4IR Programme Management Office at the DCTD. In this role she was responsible for ensuring South Africa develops a Strategic Implementation Plan for all 4IR programs and projects monitors the progress of the same. Rachel started off her career as an Economist for Pan-African Investment and Research Services (PAIRS) producing Macroeconomic Research Reports and generating various Macro-Economic Models for domestic and international clients. As an Economist- she become part of the economic research team that produced the 2007 Tourism Sectoral Report which analysed the impact of tourism to the South African economy by unpacking its sectorial make-up along with the direct and indirect contribution while the Tourism Satellite Account (TSA) was being compiled by Statistics South Africa. She has appeared in a number of TV interviews with the News broadcasters and Radio Stations commenting on current global and domestic economic issues and their impact on the average consumer. Rachel become an Investment Analyst for PAIRS and was involved in setting up the Pan-African Capital Holdings Private Equity Fund as well as providing advisory services to the KZN Growth Fund. She has labour market experience from the Development Bank of Southern Africa (DBSA) as a Labour Market Analyst focusing on the triple challenges confronting the South African economy – Income, Poverty and Unemployment. Rachel became part of the Advisory Team that developed the Youth Employment Strategy a key research document which provided recommendations to the Minister of Finance in response to the high and growing rate of youth unemployment in South Africa. She progressed to one of South Africa’s biggest Retail Industry – JD Group as a Research and Information Analyst producing key strategic research and business intelligence documents to inform the Group’s Strategy and to ensure that the Group becomes a retail sector leader. She became a Strategic Analyst for one of Eskom’s subsidiaries- Rotek Industries, delivering discrete pieces of research and informational analysis as inputs into the strategic direction of the organisation in line with Eskom’s mandate. She is a former public servant who worked in different portfolios; from navigating the regulatory environment to supply chain and procurement to contract management; and was very instrumental in the development of various public sector ICT related policies. As a thought leader, she became the first public servant to successfully spearhead the development and implementation of the pioneered sourcing strategy for ICT procurement; and facilitate the replacement of the evergreen contracts that stifled competition.
In her current role as the Data Privacy and CyberSecurity Governance Specialist; Adv. Lufuno T has developed regulatory compatible and unique solutions that creatively integrate ICT procurement, cyber security, and contract management to help ease compliance, reduce cyber security threats and increase cost effectiveness. She is passionate about delivering a sector wide data program offering predictive capabilities and scenario-based analytics supported by automated dashboards and data management platforms to improve data driven reporting and decision-making processes in line with SALGA’s new Strategic and Digital Framework.
